of C.A.L. Research. Mr. Foster began his career in human services
consulting as a grantwriter in 1968. In 1974, he earned a masters
degree in Operations Research at the University of California. During
the late 1970s, Tom joined the research teams on several NIDA-funded
substance abuse studies. He also co-authored NIDAs training
course for state agency planners and delivered that training to staff
members from most states throughout the country. Since that time,
Mr. Foster has conducted and supervised numerous planning studies
and evaluations for cities, counties, and community organizations

projects. He has a bachelor's degree in Anthropology from the University
of Northern Colorado. Bill is a well-known social documentary photographer,
whose work has appeared in a number of publications and exhibits,
including the American Journal of Public Health, Children Are Dying
by the United Nations Food and Agriculture Organization, and the Vietnam

2001. He has an MSW in research and planning from the State University
of New York at Stony Brook and was advanced to candidacy in the social
welfare doctoral program at the University of California, Berkeley.
He brings extensive experience in policy research and evaluation of
human service programs for children and adults with disabilities and
chronic conditions, older Americans and other vulnerable populations.
At C.A.L. Research, Stu has managed evaluations of truancy abatement
and safe schools projects in Imperial County, substance abuse treatment
engagement issues among CalWORKS recipients in Alameda County, and
a California Endowment project to improve access to assistive technology,
and conducted a community needs assessment for an independent living
center in Hayward. Stu teaches research methods in the MSW program

and is bilingual and bicultural. Ms. Jrapko joined C.A.L . Research
in 1990 while she was still an undergraduate mathematics major at
College of Holy Names in Oakland. Since 1990, she has gone on to complete
her masters degree in Non-Profit Administration at the University
of San Francisco. As a Senior Research Associate, she now specializes
in conducting evaluations, data management, and quality control for

Alyce Miller joined Cal-Research in 2003. She has worked as a Research Assistant on the Berkeley Health Needs Study for two years and is currently conducting interviews in the San Francisco County Jails on a study on Mental Health Courts. Alyce graduated from Santa Clara University with a BA in History and Anthropology in 1999. She also works as an HIV prevention test counselor for the City of Berkeley. after ten years as the director of a Health program in Oakland specializing
in substance abuse and mental health treatment for people who were
HIV/AIDS diagnosed or at high risk. She has a Bachelor's Degree in
Biology from State University of New York at Albany, a Masters in
Science Education from Boston State College, and a certificate in
Nonprofit Management from Cal State Hayward. She is available to help
organizations do strategic and program planning as well as funding

During college, Thida interned at the National Research Center on Asian American Mental Health, where she was involved in health research. She has also presented posters at the American Public Health Association Annual Meeting (2003 & 2004) and the Minority Women's Health Summit (2004) on reproductive health issues among Asian Pacific American college students. Center, The Equity Institute, Local Solutions to Global Pollution,

of C.A.L. Research Directors in 1997. Beryl Nelson is currently the
Vice President and Senior Researcher at RPP International, a policy
research firm focusing on issues of education, community development,
and workforce development. Her wide experience as a researcher and
policy analyst ranges from examining limited-English proficient student
achievement in K-12 schools to workforce skill standards development
in the telecommunications, banking, and printing industries. She has
extensive experience conducting multi-site and multi-level fieldwork
and developing case studies of school processes and outcomes. She
is currently project manager for a national study of Charter Schools,
which examines implementation issues and characteristics of nearly
1,100 charter schools in the U.S. and studies the impact of charter
schools on students, schools, and districts.

For Applied Local Research Board of Directors in 1996. Cathy has a
J.D. from Hasting College of Law, and a B.A. in History and a M.A.
in Education from UC Berkeley. She is an attorney specializing in
family law and landlord tenant issues. She also has expertise in consumer
law, public employment, and domestic violence cases. She volunteers
for the Central Committee for Conscientious Objectors where she counsels
GI's on their rights and gives presentations on effects of military
recruiting to community groups. Previously, when she worked as a legal
aid attorney, she served on the Board of St. Peter's Housing Committee
in San Francisco. She also has teaching experience as a bilingual
teacher in Berkeley and Oakland Public Schools.

degree in nursing from Mount Saint Mary's College in Los Angeles,
California and a master's degree in Human Resource Counseling from
the University of New Orleans. Cecelia has extensive experience in
the healthcare field, including volunteer work with Sharp Mesa Vista
Behavioral Health Hospital, High School student HealthCareCareer Counseling
Center and as Regional Vice President of Operations for Horizon Mental
Health Management. Recently, she used her skills in mental health
nursing and instruction, healthcare organizational planning, and systems
consultation as a Peace Corp Volunteer in South Africa.
