C.A.L. Research Who we are


Carol Coley

Joined C.A.L. Research as an Administrative Assistant in July 1998. Ms. Coley began her career in finance and administration with Coast Federal Bank in 1985 and continued to work in the bank industries until 1998.  

She has been with C.A.L. Research  for eleven years as a member of the finance and administrative team and was recently promoted to the Administrative Associate position.  This is Carol’s first year at Contra Costa College. She is majoring in Business Administration with an emphasis on Accounting..

Ernest J. Fazio, Jr.

Mr. Fazio, a CAL-Research administrative and fiscal consultant, is an attorney experienced in the fields of non-profit management and administration, economic and employment development, and public social and economic policy in general. He was Principal Investigator and Project Director of a variety of research and technical assistance efforts.

He has directed the evaluation and planning of HUD, DOJ, DOL, and HHS-funded projects and has planned, evaluated, and coordinated training and technical assistance to a wide range of agencies, organizations, and institutions at the federal, state, and local levels. Mr. Fazio has managed contracts with government agencies at all levels, citizen's and community groups and Indian reservations and Native American communities.

Mr. Fazio is the President and CEO of Polaris Research and Development, Inc. a minority-owned public interest consulting firm. Currently, he is supporting a variety of local community-based organizations providing them fiscal and administrative management and support and advice and counsel regarding facilities and equipment leases, health plans and accounts receivable collections.

Thomas Foster

...is the founder of C.A.L. Research. Mr. Foster began his career in human services consulting as a grantwriter in 1968. In 1974, he earned a master’s degree in Operations Research at the University of California.

During the late 1970s, Tom joined the research teams on several NIDA-funded substance abuse studies. He also co-authored NIDA’s training course for state agency planners and delivered that training to staff members from most states throughout the country.

Since that time, Mr. Foster has conducted and supervised numerous planning studies and evaluations for cities, counties, and community organizations throughout California and in several nearby states. Tom served as President of C.A.L. Research for more than 19 years, until June 2006. He returned as Acting President in May 2007.

Bill Hackwell

Bill Hackwell joined C.A.L. Research in 2001 to coordinate field interview data collection for several research projects. He is currently the evaluator on two HIV prevention projects and on a juvenile drug treatment court project in Santa Clara County.  

Bill has a bachelor's degree in Anthropology from the University of Northern Colorado. He is a well-known social documentary photographer, whose work has appeared in a number of publications and exhibits, including the American Journal of Public Health, Children Are Dying by the United Nations Food and Agriculture Organization, and the Vietnam Veterans Art Museum in Chicago. Stuart Hanson

....joined C.A.L. Research in August 2001. He has an MSW in research and planning from the State University of New York at Stony Brook and was advanced to candidacy in the social welfare doctoral program at the University of California, Berkeley.

He brings extensive experience in policy research and evaluation of human service programs for children and adults with disabilities and chronic conditions, older Americans and other vulnerable populations. At C.A.L. Research, Stu has managed evaluations of truancy abatement and safe schools projects in Imperial County, substance abuse treatment engagement issues among CalWORKS recipients in Alameda County, and a California Endowment project to improve access to assistive technology among underrepresented populations.

He has also conducted a community needs assessment for an independent living center in Hayward. In the substance abuse and mental health arenas, he currently is evaluating a SAMHSA-funded mental health services demonstration project for adults with HIV/AIDS in San Francisco and recently completed an analysis of outcome data for a substance abuse prevention project in the East Bay.

He also provides institutional research support to the Wright Institute’s doctoral program in psychology. Stu has taught qualitative and quantitative research methods, statistics, and program planning and evaluation in the MSW program at CSU East Bay since it was founded in 2004.

James Hollis

James Hollins joined C.A.L. Research in 1996. Mr. Hollins began his career in computers in 1972. As the Information Technology Manager for C.A.L. Research  he is responsible for implementation, management, maintenance, and troubleshooting of their computer system and network. James also works as an adviser with regards to the network, security, computer software and hardware.

Phoenix Jackson

Phoenix Jackson has assisted on a variety of evaluation projects for C.A.L. Research since August 2007 including Santa Clara County Drug Court, Haight-Ashbury Free Clinics, Inc., LGBT Tobacco Projects for Tri-City Health Center, California Nurses Foundation, and Latino Commission on Alcohol and Drug Abuse. Phoenix graduated with a B.A. in Sociology (with a specialization in Law, Criminology, and Deviance) from the University of Minnesota in 1998.

While working at the Prevention Research Center in Berkeley, Phoenix came to the research arena by assisting with data collection for public health projects related to tobacco control policies and drug-use in Southeast Asian communities. Having also conducted studies related to tobacco, resisting temptation and media for the University of California at San Francisco, Phoenix has much experience with data management and quality control. As a certified rape crisis counselor and Emergency Medical Technician, special areas of expertise include pre-hospital care, writing, counseling, and training.

Alicia Jrapko

...is originally from Argentina and is bilingual and bicultural. Ms. Jrapko joined C.A.L . Research in 1990 while she was still an undergraduate mathematics major at College of Holy Names in Oakland. Since 1990, she has gone on to complete her master’s degree in Non-Profit Administration at the University of San Francisco. As a Senior Research Associate, she now specializes in conducting evaluations, data management, and quality control for community-based programs.

Robyn Wilson

Robyn Wilson came to C.A.L. Research in May of 2008. In 2006 Robyn graduated with a B.A. in Psychology and a minor in Legal Studies from the University of California, Santa Cruz.

During her time at Santa Cruz, she focused on the Social Psychology of Law, assisting various professors with their research and completing a six month field study as a Case Manager with the organization Friends Outside. During her two years post graduation, Robyn developed her data management skills through her work with ProTrials Research Inc. as a research assistant on an Age-related Wet Macular Degeneration study.

Since coming to C.A.L. Research she has assisted on evaluation projects for the Santa Clara County Drug Court, the SAGE Project , the Latino Commission on Alcohol and Drug Abuse, Center Point Inc., New Connections, the California Nurses Association, and the Wright Institute. Robyn is also C.A.L. Research’s Institutional Review Board Secretary.

Beryl Nelson
...joined the team of C.A.L. Research Directors in 1997. Beryl Nelson is currently the Vice President and Senior Researcher at RPP International, a policy research firm focusing on issues of education, community development, and workforce development. Her wide experience as a researcher and policy analyst ranges from examining limited-English proficient student achievement in K-12 schools to workforce skill standards development in the telecommunications, banking, and printing industries. She has extensive experience conducting multi-site and multi-level fieldwork and developing case studies of school processes and outcomes. She is currently project manager for a national study of Charter Schools, which examines implementation issues and characteristics of nearly 1,100 charter schools in the U.S. and studies the impact of charter schools on students, schools, and districts.

Cecelia Wright
....joined the Board of Directors at C.A.L. Research in 1996. She earned her bachelor's degree in nursing from Mount Saint Mary's College in Los Angeles, California and a master's degree in Human Resource Counseling from the University of New Orleans. Cecelia has extensive experience in the healthcare field, including volunteer work with Sharp Mesa Vista Behavioral Health Hospital, High School student HealthCareCareer Counseling Center and as Regional Vice President of Operations for Horizon Mental Health Management. Recently, she used her skills in mental health nursing and instruction, healthcare organizational planning, and systems consultation as a Peace Corp Volunteer in South Africa.
